Vice President, Human Resources and Compliance

Summary: The VP, Human Resources and Compliance is responsible for managing all Human Resource functions including payroll, benefits, employment policy, record keeping and training.  This position is also responsible for the design, implementation and coordination of all quality activities including outcome measurement systems, advocacy and grievance policies and procedures, Standards of Excellence preparation, human rights and regulatory training of all staff. Such duties may include, but are not limited to the implementation of new policies and procedures, data analysis and design, and other tasks that may benefit the operation of the organization. This position is part of the Executive Leadership Team.

 

Essential Duties and Responsibilities:

  • Oversee the employee payroll and benefits systems as required including government compliance.

  • Coordinate, review, process and store all employee personal data according to legal requirements.

  • Responsible for ensuring all HR requests such as Unemployment Claims, Employee Child Support inquiries, Social Security Administration, reference inquiries are processed accurately and timely.

  • Researching and resolving payroll, benefits and leave time issues.

  • Company liaison for employees on all Human Resource and grievance concerns.

  • Access confidential information with integrity and accountability.

  • Assure compliance with regulatory and certification bodies.

  • Monitor and communicate information regarding the efficiency, effectiveness, access and satisfaction measures and outcomes for all programs through our Internal Accountability Committee.

  • Collect and communicate information regarding all stakeholder satisfaction including participant, family, referral/funding source, board and staff satisfaction survey data.

  • Coordinating with the Executive and Management Leadership teams to compile and distribute data to be used in annual reports and strategic planning, including reports for the Board of Directors.

  • Leading Standards of Excellence survey preparation and reviews to ensure accreditation.

  • Chair the Human Rights Committee, which includes responsibility for The League’s human rights’ policies and procedure development, review and modification, as needed.

  • Ensure all new staff orientation and training meets all areas of regulatory requirements such as covered by COMAR, DDA, MSDE, MDH, OSHA, etc.

 

Other Duties and Responsibilities:

  • Updates League policies and handbooks, as required.

  • Act as liaison between Management Team and Executive Leadership Team.

  • Promote a vibrant enthusiastic workforce through actions, communications and policies supporting all staff, managers, volunteers, contractors and interns.

  • Leads The League’s Employer of Choice initiative.

  • This person shall be organized, thorough, a self-starter and able to work with a minimum of supervision.

  • This person should have a working knowledge of Human Resource principles, regulations and industry trends. 

  • This person should have excellent communication skills and the ability to work across divisions and departments in the organization in a harmonious, productive and professional manner.

 

The requirements listed below are representative of the knowledge, skill, and/or ability required:

 

Education and or Experience:

Bachelor’s degree and five years of directly related experience including direct responsibility for Human Resources and/or Quality Assurance functions.

 

Language Skills: 

Ability to read, analyze, and interpret COMAR and other regulatory documents and technical procedures.  Ability to write reports, grants, licensure applications and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and accreditation/license surveyors.

 

Mathematical Skills: 

Ability to work with mathematical concepts such as statistical inference.

 

Reasoning Ability:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of objective data and make procedural or programmatic recommendations for change.
